  "American officials say they believe Russia violated a 1987 treaty banning medium-range missiles by conducting flight tests of a new ground-launched cruise missile in 2008. The Obama White House is not yet willing to formally declare the violation, which some officials say is part of a pattern of excessive patience toward Moscow in hopes for future arms-control accords. Meanwhile, Russian officials' response has been to say the investigation and case are closed."
